Mark Rutledge

Mark Rutledge is currently a Technology Management Consultant at ICF International, focusing on technology solutions for government and commercial clients in the energy, transportation and community development sectors. Prior to joining ICF International, Mark worked on broadband expansion and digital convergence policies within the External & Public Affairs office of NeuStar, Inc., a next-generation communications company in Washington, DC. Mark was a Consumer Protection Fellow at The Greenlining Institute, in Berkeley, CA, focusing on expanding universal service, increasing broadband penetration for low and incorporating advanced energy technologies into low-income energy efficiency programs.  Mark has also worked in community mediation, alternative dispute resolution and policy-consensus building facilitation in the Portland, OR area.  Mark has a BA in Political Science, History and Communications from Eureka College, and an MS in Public Policy & Management from the Heinz College at Carnegie Mellon University. Mark was born and raised in Detroit, MI.
